Help. CASE SHOCKS

Hello guys so I recently bulid my PC and then today I tried to plug it in and then it works! When it's on pluged in the USB Drive to install windows but I noticed that the Case keep electric all shocking me!!

And then i went to my monitor to unplug the power cable then i got shocked again but it was abit painful.

At this point I got scared. I hope some of you could help me as fast as possible. My PC still new but I used a old power cable. Is this why? I wonder if it's the reason.

Note my case is on a wooden table so as my monitor. Incase you were asking.

This happened to me. You have metal touching metal somewhere in the build. For me it was the rear I/O panel. A metal tab from the rear I/O panel was inserted into the onboard hdmi port.
