Help choose between used or budget PC

Recently my mom decided to go internet, so i got myself in a situation. Ancient Prescott P4 was unable to show anything near comfortable performance, even for web-browsing. So now i have to find anyhow a relatively fresh PC, and for very limited money. My very top would be about 350 USD (25000 RUB with USD:RUB being about 1:68 to be precise) so i'am ready to consider any variants.
First i searched local retailers and was able to pick something workable for just about $350.
Here goes:
- A8-7600 w/stock coola' - about 100USD/7000RUB
- Cheap FM2+ MicroATX Mobo - There are some ASUS/Gigabyte mobos for about 50-60USD/3500-4000RUB (For example, GA-F2A68HM-S1)
- Single 4Gb/1866MHz stick - There are Kingstons for 35USD/2500RUB and AMD R7 for 45USD/3000RUB
- 500Gb HDD - WD Caviar blue goes at somewhat 50USD/3500RUB
Alternatively, AMD/Samsung 120Gb SSD's go for 80USD/5500RUB
- 300W PSU - found Corsair VS350 for 65USD/4500RUB ; BeQuiet! SFX Power 2 300 for 70USD/4750RUB ; Seasonic G360 for 80USD/5500RUB
- Whatever cheap mATX case i can found. Maybe some secondhand case for 10 bucks.
- Display is already here, and it is LG W2043S. It is 1600x900.

Alternatively i found MSI/Lenovo mITX/mATX Pentium-based PCs starting at 20kRUB/300USD.

However, against it stands the combo of used 3570K+GTX650 for 21kRUB/310USD, and that makes me wonder, if it is even viable to try and pick new parts or would i just stick with used PC.
What do you people would prefer to buy?

I don't like buying used for some reason (unless it's from a relative or something like that), it's just personal preference. Both builds are great, I'd go for the budget PC, just because I don't like buying used lol. If you feel comfortable buying used then go for it, the used build is a lot more powerful than the budget one.

The used pc is definitely worth it, A 3570k is an amazing cpu! will destroy the A8 7600 or pentium

used is worth it most likely. Just make sure the condition is good
