better i buy, RX 470 sapphire platinum 4GB or GTX 1050Ti ZOTAC, i dont know which better

If they are both the same price, go for the RX 470 which overall performs much better.

my problem is im only have psu 400wats, and it say recommend 450wats, is that okay?

GPU manufacturers will usually base their 'recommend wattage' off the worst case scenario. A system with the RX 470 wil likely use less than 250 watts under load.

Which exact model is that power supply?

i use PSU FSP HEXA Plus H2-400W

Should be enough wattage on the 12v rail for your system. The unit itself is below mediocre quality/performance however. Should be ok with your system, just don't expect alot of reliability/longevity.
