I am having trouble finding a monitor that is fit for my budget PC (Pentium G3258 & 750 TI)
and I don't know whether to get either a G-Sync, Freesync, or a non-sync monitor and I'm scared to have "screen tearing" or "stuttering" while gaming. My budget for a monitor is $250 and under.

Solution
unless you are planning to lower graphic settings or play very old games, in order to get 100+ FPS dont bother with G-sync, also freesync is AMD, useless to you since you use an nvidia card
just get a decent 1080p monitor with that setup, no need to worry about gsync or freesync until you go top end GPU's + monitors
dont worry about screen tearing, you can always fix it with Vsync in game settings or Nvidia control panel, if need be,
but it shouldtn be a problem with 750ti and proper game graphic settings to match that card
