If you're not going to overclock, a 970 motherboard will do. I'm currently using a Gigabyte GA-970A-DS3P and so far no problems. http://pcpartpicker.com/part/gigabyte-motherboard-ga970ads3p

If you are going to OC then I suggest you get a 990 motherboard like Gigabyte GA-990FXA-UD3 http://pcpartpicker.com/part/gigabyte-motherboard-ga990fxaud3 and a CPU Cooler like Cooler Master
Hyper 212 EVO http://pcpartpicker.com/part/cooler-master-cpu-cooler-rr212e20pkr2 but you'll go over budget. Perhaps consider an Intel i5 build.

Prices for the Newegg video card and PSU increased.

I doubt you can get a motherboard for $38. Even at your original price point, pickings are slim.. Choose any one on this list, they're much of a muchness... I prefer ASRock, others preger Gigabyte. ...
