I would go with the pcspecialist one. The gaming performance will be very similar with the 3900X & 9700k, but you end up with more overall CPU grunt with the 3900X. The PSU in the pcspecialist build is a know high quality and good efficiency PSU, not so much with the cyberpower that is probably as cheap as possible to make more money. The SSD in the first is double the size and a high end SSD as well. The motherboard on the first is superior with the X570 chipset vs the budget B360M chipset used for the Intel. That means you have better IO and expansion opportunities with the first system. The cooler for the second system will be pathetic with "Intel CPU Cooler."
