Help chosing parts for new pc

Hey guys, I seek your help building a new pc. I want to play light games on it like LoL, cs go and especially path of exile 60fps at high settings, but the problem is that I am not sure if this game(poe) is cpu or gpu heavy, maybe do some streaming too. Also if it is possible to be on the budget side. I am not team dependent (blue or red) so it doesnt matter what brand are the parts. I have the peripherals so there is no need to pick that. My budget is 800-900 usd. Thank you in advance!

Edit: I have noctua nh-d14 from an old bulid which I will re-use and there is no need for os too.

Path Of Exiles is an old game that should run well on a modern gaming PC.

This is a build I would recommend for streaming and gaming under $900. You could also go ahead and spend the whole $900 and get a GTX 1060 6GB instead. Would likely be better than the 4GB RX 580.

I have looked up the parts you have picked and the only concern I have is that the ram may have clearance issues with the noctua cooler and also I have looked up for used gpus and found nice deals on 970 because the availability on 580 in my country is 0 to none. Thank you tho I will have your suggestions in mind.
