No, if you buy a new mobo you will have to buy the Mobo, RAM and CPU all together.

Yes a RX580 will be massively better then what you currently have and the i7 2600 will be fine with it in most games.

Make sure to check out the used market for RX580s, at least here in the United States they are going for well under 100 USD now.
