HELP! computer is wiggin out

So buddy left his computer at my place after he moved out and said it was mine now. So I throw in a hard drive and old graphics card and this happens

What are the specs, and which GPU did you put into there.
I've heard buzzing noise, can you hear is that coming from powersupply (Rear of the PC where does the power cable connect and there should be a switch).

Did safe mode not boot?

And did this hard drive already have Windows on it, or did you install clean?
