Help, Computer Restarted During Driver Update and Now I Get the Windows 10 "Choose your keyboard layout"

I know this has been posted before but my case is slightly different, i was updating the drivers through Nvidia Geforce on my windows 10 pc and out of nowhere the whole thing restarted and windows was set to not automatically restart, i rebooted only to have my computer continuously reboot without stopping over and over, eventually after many restarts it will bring me to the windows 10 "choose your keyboard layout" screen but neither my mouse nor my keyboard will move (both wired) I've seen people post this before and the answer was to reinstall windows from the disk but i don't have a disk drive nor the windows 7 i upgraded from install disk. my pc was built for me through a website and since then my warranty has expired so i can't send it back for repairs and theres no pc repair shops around my area and I'm not sure what to do.

UPDATE! I have found out that it was the new Nvidia driver that is stopping windows from starting, it turns out that having more than one monitor causes problems with the new Nvidia drivers : P , does anybody know how to boot to safe mode on Windows 10 through the bios since I can't start Windows at ALL

Normally to load in Safe Mode with Windows 10 you either have to do it while on the logon screen. Do try on tapping on F8 repeatedly while Windows is loading and see if it will load Advanced Boot Options then select Safe Mode from there. If it doesn't work your last option would be to reinstall Windows 10.
