Help Connecting Microsoft Sidewinder x4 Keyboard to W8.1

First post here. I appreciate any help I can get.
I consider myself pretty tech-savvy but can't for the life of me get this keyboard to be recognized. I can plug in any other keyboard into a usb port and it works fine.

I downloaded the keyboard and mouse software center and it will not recognize it either. Went into device manager and do not see it there either. Stumped.

Any advice?

plug in your mouse into the usb port turn it over and check if you see the red light underneath your mouse. if not your mouse might be broken or try another port. just tell me what happens.

Keyboard was DOA. Returned and got a new one. Works fine.
