help!! core i7 4770 in full speed with out any programs running high temp

i have hp 500 201in branded computer core i7 4770,8 gb ram ,memphis s mobo,1 gb graphics
CPU going full speed with out any programs running. it never drops the speed always in same value .cpu utilisation is around 17 -15 % .also the temparature is going over 67c
now i cant run video editing programs.iam afraid i will fry the cpu,any one have any solutions.i posted some images

The cpu at full speed is normal if you use the High Performance power plan.
Also can you have HWmonitor run for about an hour and let your pc sit for that hour then screenshot hwmonitor and upload it? It will tell me if the temperature is normal or not
