Help: CPU Boots, Reboot 1 second later, then Boot again and works fine after that.

Hi, everyone!
I'm new here, and I'd like to make some questions here, everyone here seems to be so nice and with a great knowledge.
So... Yesterday I finish building my workstation and the first boot worked nice, no problems at all.
//I made a mistake and I installed the S.O in the wrong Hard Drive and I had to Install de S.O Again and change some configurations at the BIOS.

Anyway, after that, when I first start my computer it reboot's itself 1 second after I Power On (There's no time to Motherboard LOGO Appears and Screen Turn On as well) . But then 2 seconds late it boots again (by itself) and after that, the PC Works 100% Fine with no shoot down or overheat.

After this Issue first occur, it will never happens again, no matter how much time I power Off my computer and wait. It Will boot Fine, as the video bellow:

But this Issue will ALWAYS happen when I Power Off the Power Supply and Power On again. I Thought it could be a "warming" process, where the power supply would need a few seconds to become 100% effective. Then I had try to Power On the Power Supply wait a few seconds and then Start my computer, but the Issue still happened.

I tried to reset Bios by Factory Default, but not everything reset to factory default (on the back of my Motherboard there's a Button to reset Bios, does it have the same function as the "Load Factory Default" option on Bios Menu? Or Is it a little deeper? If so, what do I have to do to reset bios throughout this button, Just Press, Press and Hold, Press 2 times?


My Workstation Configuration:
CPU: AMD Threadriper 1920x
GPU: GTX1080Ti Gigabyte Aorus Xtreme Edition
Motherboard: Asus X399-E
RAM: Crucial Ballistix
Power Supply: CX850M 80 PLUS BRONZE (850W)
CPU Cooler: Corsair Hydro 115i
Case: DT3 Apollo
Storage: Samsung Evo 960 m.2 (256 GB) / Western Digital Caviar Blue (1TB)

The CPU hardly go beyond 50ºC

The motherboard only makes its "Beep" sound after the second boot. At the First boot (where the issue happens) It does not make the "Beep" sound.

What could it be? Is it Dangerous?

doesnt seen a really big problem. I would say its a configuration on the bios. check for something that says about system check or power options. beside, that you could leave like it is, it wont give you any trouble. Also do this test. after its on, restart the pc. see if it will stop at all then restart, OR if it will just turn down the screen and immediatly start again, like it should. If it does the correct thing, its a configuration on the bios for sure, to test when you turn the pc on. If it does the same thing, could be something like a safety mesure, still probably some configuration.
 
SAme thing is happening to me after switching to new PSU and CPU. I’ll let you know if I solve it. It actually did it waking up from sleep yesterday, light came on for a couple seconds, shut down, booted up🙁
 


I tried to change every single bios configuration, even so, the problem still happens.
I did what you recommended, and these are the results:
TEST 1:
- Turn ON CPU
- CPU REBOOTs
- CPU BOOTs OK
- Windows Starts
- Choose to Restart the computer
- CPU RESTART WITHOUT TURN OFF


TEST 2:
- Turn ON CPU
- CPU REBOOTs
- CPU BOOTs OK
- Windows Starts
- Choose to POWER OFF the computer
- CPU TURN OFF
- I Choose to Turn on
- CPU Boot without Turn off and boot again


As you see, everything works fine after the first "Reboot".
In another forum, a member said me something like "Dual Boot in a Cold Boot is a common thing in some motherboards. There's nothing to worry". Is it possible? I'll try to contact Asus (motherboard) and Corsair (Power Supply) to see if they can help me too.
 


I'll keep this post updated too. Hope is not something that can cause damage to my PC
 


Didn't work for me, maybe it will for him. I didn't load optimized defaults afterwards though so I tried that lastnight and will see. This seems to be common and random unfortunately.
