HELP!! CPU sits consistently at 95-99°c

When booting up my PC the temperatures of my CPU reaches between 95-99°c withing minutes.
I have checked the temperatures on Speccy, HWMonitor, Intel extreme tuning utility and my BIOS, all show the same temperatures (BIOS Shows 88°c).

I have cleaned out the fans and radiator.
I have applied new thermal paste.
I made sure that the CPU cooler was flush and tight.
My intake and exhaust fans are operational.
The CPU cooler is hot to the touch but bearable.

I have no ideas on what to do.The PC is usable but over time the CPU usage begins to spike anywhere from 60-100% when only running skype and my browser.

Specs:

CPU: Intel i5 4670
Motherboard: Asus z87-a
CPU cooler: Corsair h60
 


I would try re-seating the CPU Cooler. If that dont work I dont really know what will, due to that cooler being a good one.
 


The temperatures a while back were fine then all of a sudden i blue screened and got a CPU temp error without the cooler ever being moved :/ I will get a cheap CPU cooler incase it is a broken pump and see if that makes a difference:)
 


If your pump is broken and its under warranty try to get it replaced (rma)
 


I disconnected the pump from the motherboard and still got 88°C in the bios so the pump must be doing nothing. I ordered the Cooler Master Hyper 212 Evo so here is hoping :) Thanks for the quick response!
