Help diagnosing issue

First time poster here. After about a year my pc is having now having some issues. It started with random lag while gaming after about 30 minutes or so. I stopped putting my pc under load when I noticed this. Eventually I would hear a loud noise accompanied by the lag. Sounds like fans spinning really fast. It is not a noise that was present before. And this is now while not doing anything maybe a few minutes after booting up. While simply browsing the web i will now start too lock up and random pc shutdown. Initially I thought it was a psu issue since I am using a low end psu. But now leaning toward maybe the CPU.Ryzen master shows CPU temps, 55-65C while idling. My PC always opens programs almost instantly. Now opening programs i use daily such as twitch/steam, take about 15-30 seconds too open and CPU temps rise too 70C with just those simple programs open and have very noticeable lag when trying too view streams via twitch or navigate steam. Once programs are open ryzen master shower 0.60 peak speed, before I open and programs peak speed is 3.4-4.0 at times. After closing programs the lag does not go away, I have too reboot.

(PSU in link is not correct, my PSU is a Raidmax RX1200-AE )
So far I have tried updating bios, drivers, everything software related. Checked all connections from psu, inspected mobo for any damage/frying.
