Help do I need to replace stock cooling master cpu fan...or more to it?

I am planning on replacing my stock fan because months prior there used to be a noise like it was scratching against something (originally I thought it was the harddrive which it wasn't). Now it is at a point where I have to have the case open and wind the thing to life and it takes a minute to reach up to the appropriate rpm (1500-2600). Now I am just asking if this is SOLELY the fan at fault or could something else be wrong in addition?

Also any recommendations for a cheap aftermarket cpu cooler or cpu fan replacement (Note the heatsink is fine)? I rather not deal with any liquid cooling since I do not plan to overclock my FX6300.

EDIT: I forgot to mention that any replacement that has a heatsink with it would need to be so the fan is aiming perpendicular from the cpu into the other side of case where there is a vent.

This will fit your standards.
You could find a fan that will fit the size you need pretty easily. From your post, it seems like the fan bearing is wearing pretty badly; this is quite an issue. You could try to prolong its lifetime by oiling the bearing with some high grade oil (assuming it's not completely sealed). Finding just the fan and not a heatsink paired with it may be difficult online.

Unfortunately any of the three options would not really work due to the way the inside is set up I forgot to mention that any replacement that has a heatsink with it would need to be so the fan is aiming perpendicular from the cpu into the other side of case where there is a vent.

A AM3 socket CPU cooler will fit an AM3+ socket, they are both the same socket type, but different CPU support, but it will work do not worry, and no you do not need to worry about PSU or anything as a CPU cooler doesnt really take up that much wattage, maybe like 20 watts or less 😛
