Help finding an old bottle neck! (XP Era)

So look my grandparents are having issues with there old desktop, I know how to upgrade, but what is the bottle neck...

Specs:
Pentium 4
ATI XPRESS 200 (cringe)
2 gb of DDR2 RAM
Windows XP 32 bit...

So what's bottle necking more, the Pentium 4 or the ATI? The ATI graphics right?

The ATI Xpress 200 came out in 2004 and was meant to support Pentium D/Core 2 CPU's of the time. The Pentium 4 came out in 2000.

Another possibility is the 2 GB of RAM. As programs keep using more memory what used to be a lot of memory quickly becomes too little. Checking Task Manager while they are experiencing problems should tell if this is the case.
