Question Help finding inexpensive compact server with Quick Sync and Hyperthreading

I want to get an inexpensive (<$300 not including storage) server for light duty as a Plex and Home Assistant (in Docker) server.

Requirements:
  1. Relatively compact. Something like a 1 or 2u rack mount or a mini workstation like this that will fit nice on a rack shelf but...
  2. It must support 2 internal hard drives (SSDs) (that little HP doesn't)
  3. Supports Intel Quick Sync. I was kind of liking the Dell R210 ii but then found that those Xeons (and most Xeons) don't support Quick Sync.
  4. Hyperthreading, since in addition to Docker for HA I may have another VM running.
  5. Relatively low power consumption at idle.
Plex will never have more than 2 streams going at once, so this doesn't need to be a beast, but I still want to have that hardware decoding capability.

I'm having trouble finding something like this. Seems that hyperthreading and Quick Sync together are relatively rare. Thanks for any recommendations!
