Looks like a good build. I agree a aftermarket cooler isnt need on a non overclockable cpu. If you ya want one for the looks up to you wont hurt. For Windows you can download W7 or W10 and use you cd key to activate. Just make sure its the same version.
MB - Only has two memory slots. No future upgrade
GPU - The RX 480 is fine, but won't perform better than the GTX 1060 (from the other thread).
PSU - Fine, but Bronze rated.
IMHO, you are better off with the GTX 1060 and 550w Gold rated PSU...

Yes the RX 480 is fine and better than 1060 3gb(http://www.tomshardware.com/answers/id-3162207/gtx-1060-3gb-480-4gb.html). And try to spend some more money on a cooler master cpu cooler tho
