Hello !
I plan to build a machine which I will use mainly for gaming.I am using 1080p monitor and soon i plan to buy a 2K one.

I think the parts that I selected are good enough but still I want to hear from people that have more knowledge.
Parts:
MOTHERBOARD:GIGABYTE B760M DS3H AX DDR4
CPU:Intel Core i5-13400F
GPU:
GIGABYTE GeForce RTX 4070 EAGLE OC 12G
STORAGE: 1.Samsung 970 EVO Plus 1TB
2.Samsung 970 EVO Plus 500 GB
RAM: Kingston FURY Beast Black 32GB (2x16GB) 3200 MHz
PSU:Cooler Master MWE Gold 750 W V2 Full Modular
CASE:
NZXT H5 Flow
FANS: 2X NZXT F120P

The PC that I am using now has Intel CPU and NVIDIA GPU so I want to stick with these brands.

Above is a review of the PSU; looks to be OK.

I might try to upgrade the motherboard a notch. Perhaps to the Gigabyte AORUS series

Unless budget prevents it, I'd prefer the 13400 to the 13400F, just to get the integrated graphics.

I assume you are OK with the stock Intel cooler?

But if you are really on a tight budget, I don't see anything wrong with your choices.

the only gripe is that the mobo is an entry level model. I would suggest for a mid tier mobo for best boost clocks and power delivery. Unlike Z790, u cannot control the OC so a better mobo with better VRMs and power delivery would help in the boost clocks.
I do not want to overclock,so I do not need Z-series motherboard. Is VRM that important if I do not want to overclock ?

I'll check.
Thank you .
Better VRM's.

Do you think I need a cooler for this CPU ?

"Need"...........probably not for a 13400 not overclocked unless you are highly concerned about temps.

But...........you may find the noise annoying if you are a bit sensitive.

I'd probably replace the cooler if the budget allows. You can do a pretty good job for 50 to 70 dollars. You need to ensure it is not too tall for your case.

You can always build with the stock cooler and then evaluate noise and temps. Possibly replace it later when you have more money to spend.
