My dad gave me an SSD that was used for Linux and i'm trying to transfer my HDD boot to the new SSD. I know I have to format the SSD to windows NTFS but cmd or Windows Disk Management will not let me use the format option at all. The SSD shows up but I cannot access any of the files/ partitions for it. please help. I can attach a screenshot if needed.

Solution
I would remove the partition, then create a new one. linux uses a different format and file system than windows and windows cannot see them by default.
remove the partition(delete Volume) in disk manager.
create a partition (new volume) in the newly freed space.
format the drive.

thanks! this worked. Now do you know how to transfer my boot file from my HDD to the SSD? on windows

by boot file you mean windows?
you could clone the drive. the SSD maker should provide a utility on the support site for drive migration.

easeus also has software that can do this.

I suggest a fresh install of windows rather than cloning.
