Help formatting an encrypted SSD

We had a computer that was encrypted with BitLocker, but the user forgot their password and we found out that we didn't backup their encryption key. Now we just want to format the SSD so we can re-use it in a new computer. I can't figure out how to simply erase everything off of it and start new. If we try to reinstall windows over it, it says we need to decrypt it first. I was going to format it from my computer, but when I plug it in with a SATA to USB cable, I can't do anything with it. Disk
Manager can't initialize it, and the whole thing is unallocated space.

Can anyone help me wipe this SSD so I can just start fresh with it? Thank you!
