Help forwarding ports 27015, 27016, 27017, and 27018

I have been trying to forward these ports for a few days now and none of my troubleshooting has helped so I came to this forum for help. I reset my router to factory defaults so that we have a clean slate. I then went through the very basic port forward routine. I went to my router's page and told it to forward the ports, then I added an acceptation for the ports in my firewall. That is all that I changed since I reset my router to defaults. I used the port checker that is usually recommended on this forum and an online tool. Both say my ports are closed

I think that maybe some other firewall, such as one from an antivirus, might be blocking the ports but I don't know how to test if this is the case.

In local firewall config - set remote ports to all
(because you don't know what remote port will be for incoming connection).
