Help. Fps drops in every game on a pc that should support them with no problem.

I have a 4 years old computer with the following spec with win7:

Motherboard: MSI 760GA-P43(FX)
CPU: AMD Phenom II x4 950 Black Edition
RAMM: 1x8gb Kingston KVR16N11/8 1.5v (1600MHz)
GPU: GIGABYTE GeForce GT 640 OC 2GB DDR3 128-bit
PSU: Floston FL500Extra 500w
HDD: WD Caviar Black 1Tb

The problem is as follows. Every time i enter a game it works fine for about 10-20 seconds and after that i get huge fps drops every 4-5 seonds. from 60 to 16-17 fps. And i'm not talking about demanding games. This happens in CounterStrike 1.6 for example. Same story for Dota2 or just about any game i tried.

I tried different ramms, another GPU, i changed the HDD and tested with other PSU. Same thing happens. Always updated to the latest drivers, tried to disable the Cool'n'Quiet in BIOS, I monitored the temperatures of the CPU and GPU and are in normal parameters.

If anybody have any suggestions I would be very greatfull.

Today i just tested with a new corssir PSU 650w, 16gb Hiperx Fury ddr3 (2x8) and a Saphire R7 265 OC. Same results except the framrate from witch it drops and to wich it drops are higher. Still unplayable.
Also I noticed that in game the CPU it uses all 4 cores between 97 to 100% and they heat up to 70 celsius. During this the GPU it's used only between 10-20% with rare spikes to about 30%. This with the old components and the new ones that i tried today.
 
That's a problem. What you could try doing is reinstalling Steam. You don't need to redownload your games, there are ways to keep the games downloaded. Copy your games folder to a folder to keep them. Then, uninstall and reinstall Steam. I think the games will show they are downloaded, but if it deleted them, there are ways (I forget exactly how) to link Steam to the games folder you copied.

Ok, afterputting the settings to low and cranking them up again, the cpu usage is in normal range again sama as temperature. the stuttering still persists.
