[Help]Fps fluctuation on all games.

So basically I play a wide variety of video games, I've been having the major fps fluctuation on all games, Nvida Experience gives me the recommended setting to play on and the fps will be fine for a while a smooth 60 fps but then it will randomly go down to about 10-15 fps. My questions are; Why does this happen and. How can I fix it?

-Asus M5A78L-M/USB3 Motherboard
-AMD FX(tm)-8150 Eight-Core Processor
-NVIDIA GeForce GTX 780/ACX
-10.5 GB DDR3
-Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 64-bit
-BIOS Date: 08/01/12 14:05:28 Ver: 12.03
-Seagate ST31000524AS 3.5 inch Barracuda 1TB GB 7200rpm SATA Drive with 32MB Buffer (389gb Free)
-Corsair CX750 Builder Series CX 750W ATX/EPS 80 PLUS Bronze

Also I should note when playing a game like BF3 my Cpu usage is around %20 should it be more?

Have you tried defrag in your hdd?
("this is just an off chance")

Other than that, this is probably high temps in the gpu or thermal trottling of the cpu, that causes this stuttering.

did you try disabling that nvidia experience crap and setting adaptive vsync on?

Yeah, I defraged my HDD about a week ago. :/
CPU temp = 70 C
GPU temp = 34 C
It's not overclocked. should I overclock my cpu?

No need to overclock, since 70°C is kinda high for a 8150..

Stock cooler? Or what after market cooler do you have?

If the cpu was cooler would the fps fluctuation stop?
What is thermal throttling?

If the problem was resolved by swifty_morgan's advice, then you can stick with the stock cooler.

But a well cooled cpu will perform better, something like a cm evo 212 is nice if it will fit your chassis.
