Help! Gaming Build for 1440p in July 2018

Hello everyone!

I need some advice for building my pc. I'm not picky with the fps achievable— as long as I can play them with high settings at a solid framerate (I know 1440p at 144Hz all ultra is not yet possible, so I don't know, I assume +60fps would be great).

I already own a Dell S2417DG 23.8" (1440p), so no need to consider a monitor. I had the budget range 1.300€ - 1.400€ (yeah euros) in mind. I do not plan to overclock anything and I really appreciate low noise systems (my current PC make as noise as an helicopter). And, for some reason, I'm more attracted toward corsair/nzxt water cooling rather than air cooling. Might be just curiosity to try it.
