So finally after years i got the chance to upgrade my pc ,i am planning into upgrading into skylake but as for now i am running on an old asus p5k with an Q6600 , so i bought the r9 380 and while booting instead of letters is this http://prntscr.com/999lbg and then it boots into windows normaly i can play games watch videos etc etc . When i boot into the bios the bios seems distorted is it due the old motherboard or it could be the GPU?

Solution
The GPU is high end. It's probably messing up the mobo. Also, check the temps on the mobo. The card may be making the mobo hot. I also doubt the mobo has any quality vrms.

The temps are fine i think it is just the mobo , when benchmarking the scores where similar with other r9 380's last bios update for that mobo was in 2008 so it's probably it.
