HELP, GPU usage drops so much, PSU/CPU bottleneck?

Good morning guys!

So I bought a brand-new RTX 2080 on Newegg just roughly 2 weeks ago.
The model is ASUS Rog Strix RTX 2080 O8G (Boost Clock 1890 Mhz).

The gpu sits at 50C max during full load in Heaven, Valley, and Superposition stress test. It was all stable for all of the above bench test as I didn't apply any manual custom overclock.

I played GTA5 and BF5 with this card for a week and noticed that GPU usage (shown by riva tuner OSD from MSI AfterBurner) was always at 99% during game. This was observed consistently for the whole week. CPU usage, on the other hand, was never above 50%.

HOWEVER, for the past 4 days, during gaming, GPU usage almost always appears less than 98%. It fluctuates between 70% and 90%, and sometimes just sit at flat 80% the whole time. This was causing my fps to drop significantly.

Is this a sign that my gpu is dying or that I received a somewhat defective unit? Should I return this card or exchange a new one?

My system spec:

  • i7 8700k @5.1 Ghz 1.34 Vcore (stable with Prime 95.5 version 26.6 Small FFT stressed for 12 hours)
    Max CPU temp during small FFT Prime test: 65C
    32 Gb ADATA XPG Z1 ram 2400 Mhz
    EVGA G2 850W power supply (fairly new, only 1 month in use)
    500 Gb SSD & 2 Tb HDD
    MSI Z370 A-Pro motherboard
    EVGA 280 CLC cooler with push/pull by 4 noctua NF A14 ippc3000

Yea my new ram is arriving this Friday I can't wait (Gskill 3600mhz CL15).

But I didn't think it could be the ram, since GPU usage was at 99% for the entire first week of use.
This problem only started happening just 4 days ago and still continued :(
 
It's possible you are seeing different usage numbers due to the maturing of the drivers. Are you experiencing any performance degradation, stutters or other issues? If no it would seem that your gpu is doing what it is supposed to. You didn't cap your fps at any time did you?

Hmm... I forgot to mention that there has not been any geforce driver update since the first date I use it till now.
As far as gaming performance, yes, HUGEE fps drop, even more than half :( I'm not exaggerating at all.
I play at max ultra setting so my fps was always in the ~70 range (before the strange thing happens) and given my monitor's 120 Hz refresh rate I didn't think I need to cap it. Right now fps (for the same game at the exact same setting - GTA5) is only ~25-35 ish.
I'm so worried.
