HELP - GPU usage in certain games is only 20%

When I play certain games such as Minecraft or Arma 3 my GPU usage either stays stable at 25 then randomly jumps to 60 then back down to 25 like a heartbeat monitor. Then the other times it violently switches from 0 to 25.

My PC specs:
CPU - FX 9370 @ 4.4 Ghz
GPU - R9 280X
RAM - 8GB of 1866
PSU - RM850 850W

Why is this happening because on BF4 my GPU usage is atleast 90+

You may have a reserve set on the CPU for the games. Are you using any game boosters or anything?

I've never heard of a game booster so im assuming no

Well I would check your task manager while running the games and see in great detail the traffic toward the game. But in my opinion there is no problem its just your computer does not need to run that much while running those games.

This could be various things but is it actually effecting performance? if not who cares it is just a number on a screen!

It could be that those games only do heavy GPU based tasks at certain intervals or maybe the monitoring software is just plain wrong.

Actually yes it is affecting performance because I don't think I should be getting the lower frames in an 8 bit game as an 1080P First Person Shooter

What are these games specifically, many of these "8-bit games" (indie games?) you are talking about are written in a high level language and often make very little use of hardware acceleration.
