Help.... Gta v lagging due to low cpu utilization

Hey guys
I love playing games on pc but i dont have a high performance pc.. I played gta V on the same pc before without any lag but im facing some issues.
I have intel Pentium g2030 and intel hd graphics and when i launch gta v the game runs on 30+ fps and then after a while the game starts to lag to the point where it is unplayable... It can be noticed especially while driving.. So i opened up task manager and saw the performance....when i launch the game, cpu utilization is greater than 75% thats i get more performance at first then it backs down to below 60% and then the game starts to lag.
Anyone help me ! How get full cpu performance?!

Note- the integrated graphics performance is fine, the problem is with cpu

run prime95 (option smallfft) version 26.6 and coretemp for about 10minutes.
How hot is the CPU?

dude intergrated graphics is not good for gta v ...i was using i5 4460 with the intel hd graphics and could barly get 30fps on lowest ...plus your cpu is dual core and this game needs qaud

@Helpstar... Cpu is not overheating and im sure CPU temp stays down 40c
@danny_51... I agree that integrated graphics suck but the game lags even at lowest settings i mean it works on 30+ fps for the first few minutes and i have seen gta v run on dual core cpu smoothly and i ran it fine before

how high is the temperature? Does the core clock of the CPU decrease while running it? could throttle

the textures will load while gaming and would load into the shared RAM which also is your physical RAM. How high is your RAM?

I don't think you quite grasp the severity of how bad integrated graphics suck. I also have an i5 4460, and it's bad.

First you are bound by having a dual core CPU that also runs incredibly slowly. I know Science Studio ran GTA5 on 2 cores, but that's 4.4ghz 2 cores with 8mb L3 cache per core, not 1.5mb. Also, he had a GTX 980ti, not integrated graphics. For comparison, I can't even run league of legends at the lowest settings at 1280x720 at 30fps on integrated graphics. How can you expect GTA5 to function any better on a CPU with less than half the performance?

Please, set your expectations straight.

@amtseung... I played gta v on the same pc before on 800*600 res... Thats why i asked
@Helpstar... Bro i first thought it was cpu throttling and i disabled cpu halt in bios.. It locked CPU on highest clock speed but CPU utilization was still dropping

So the clock didn´t drop while gaming? Did you check it or do you assume that it didn´t drop/throttle?

I opened up task manager and cpu speed stayed at 2.99ghz however while playing gta v, cpu utilization was still droping

CPU utilization will be less than 100% if your GPU is struggling. Integrated graphics are not appropriate for gaming with high framerates. If you add a discrete GPU, your problems will go away.
