HELP! GTX 980ti fan and Core fluctuating when idle

As you see in the picture the GPU Core Clock runs on 135 then every 30secs-2 mins, the Core Clock hits over 1800. Right before that, there is a dip on the Fan Speed (it hits zero), but actually one fan stops and the other one keeps running. Here is a video on the graphic Card. This is one of the bumps in the graph.

Any ideas?
Also, after playing a little, graphic card becomes normal and doesn't do this. Otherwise it does it from the very beginning of turning the computer on.

GPU: GTX 980ti
PSU: 800 watt
CPU: i7-4790
RAM: 16 GB
MOBO: Dell
 
While that does seem a little odd, that is actually pretty normal. The 900 series were the first series of GPU's from Nvidia to be able to turn the fans on or completely off depending on how hot the GPU is. As long as the temps aren't getting incredibly hot I would just ignore it. If you do NOT like how the fans are working you could always download MSI Afterburner or EVGA Precision X or something and controll how fast your fans spin at any given temp. Or you can use those programs to keep them at a single speed. On my 980's, for whatever reason, I have my fans set to a constant 65% and only 1 fan on each card stays on while the other fans only still turn on when the GPU is under a decent load. But like I said above, I wouldn't worry about it if temp of your GPU is still lets say below 90C. I mean it will still work but it will slow down its performance to try and keep it cool, bug again, I wouldn't worry about it.
 
Bones, what's strange is that it recently started doing it and it doesn't do that during gaming, not sure if you saw the picture before but I fixed the link. But yes I agree I'm not worried about it as long as it doesn't heat up.
