I have 500gb HDD and all my files are there and today or later I want to buy another 512gb HDD and 128gb SSD for expansion of my storage and I want to make the new SSD as primary hard disk, so the question is, should I remove the OS in my old HDD first and put an OS to the new SSD? If yes. how to remove OS in old HDD without removing/conflicting to my files. And how to make SSD as primary hard disk?

Solution
I wouldn't recommend any SSD less than 240GB any more. The costs are just too low to not get that size. Just connect the SSD ONLY. Then install a fresh copy of the OS. Install all drivers and updates. Then power off and connect your other drives. The OS on your old drive should be ignored. Copy your files from your old HDD to the new one then format the old HDD. All cleaned up...

Thanks for the answer.
If I use the backup and restore in control panel is this works? For example, I backup my files to new HDD, format the old HDD, install an OS to new SSD and restore the file in new HDD. The old OS file are also restore?
