Help, help, please!

My PC has begun to start by itself 5-10 sec. after I shut it down. Also, I can't get in to the BIOS, pressing the F2 only opens the Windows boot menu. It has an Intel MB, so I called intel, and they suggested that I change the Cmos battery, which I did. Didn't help and they (Intel) sent me a new board. It does the same thing! I can get into the BIOS only if I remove/re-insert the Cmos battery every time. Does anyone have any idea what is going on? Can it possibly be the PSU even though appart from this problem, the PC works flawlessly. It's an i7-3770, 32GB Ram, 2 HDs, firewire card, and a small 13watt graphics card (it's not a gaming rig, it is used for music prod exlusively)

Hi there, and thanks for your reply. I changed the PSU to a new, more powerful one, and although it's too early to tell, it seems to have solved the re-start problem. The other problem remains, however, and it is a truly weird one. The only way that I can get into the BIOS is to remove, and then re-insert the CMOS battery. I can get into the boot menu (F10), and the BIOS upgrade menu (F7), no problem, but pressing F2 (hotkey for BIOS) on boot up, just gets me directly to the windows boot menu. Now, as I said, if I remove, and re-insert the CMOS battery, the F2 takes me to the BIOS menu ONCE! Once I have exited the BIOS menu, I have to repeat the battery dance if I want to get into the BIOS again. I replaced the CMOS battery (mesured 3.17v the old 3.23v) But it did nothing. As I said earlier, Intel sent me a new board, but it behaves the same way. It's all very weird and frustrating. Any ideas?
