HELP!!! I can't figure out half-life startup because of st..

I can never attach to steam, I can't even register my account because I keep
getting a message that says that Steam is in "off-line" mode and cannot find
any stored account info on my computer.

It makes no sense to me because I can fire up my browser and go to the steam
site, where it says status "online". This is really pissing me off because
I bought a new PC pretty much just so I could play hl2..
