Help! I have 16Gb ram and only 3.98 are usable

I ran into some problems with my PC in some games that require more powerfull components but I think I have the components to run GTAV without constant lag

My components:
Ram:16Gb ddr3
2xHDD 500Gb
PSU:Energon 650W
GPU:Gigabyte RX580 8GB
CPU:AMD FX 8350
MOBO: ASUS M5A78L-M

Well ,first I tought the HDDs were faulty and thats why my PC is running so slow but then, I actually looked at the system information and I discovered that I have 16gb of ram but only 3.98 are usable.I tried to do the msconfig fix ,update the bios and clean the ram but to no avail,is there any other fix for the ram issue?

Are you running 32 bit Windows? You need 64 bit installed to use more than 4gb

I'am running on Windows 10 Pro 64bit

Maybe the gpu or the cpu are allocating ram?If that's the case ,how do I fix it?

RAM can only be allocated to an iGPU (gpu) that is part of the cpu but the FX8350 does not have an iGPU.

Is the RAM 1x16gb, 2x8gb or 4x4gb sticks?

Ok next thought, are you running the latest BIOS? If no I would update this. If that does not work I would look for bent cpu pins.

Yes I'am , the strange thing is that after a couple of restarts it jumped to 12gb usable

Maybe I should reinstall Windows

Are all the rams from the same kit?If not that could be the reason.

Yes ,all of the 4 sticks are from Corsair
