Help I have a highish end pc and its not performing as it should

I am playing video games in this resolution 1176x664
and my pc should be able to handle Player Unknowns Battlegrounds at 60 fps on max settings but for some odd reason I have issues with this game and many others my pc specs are https://pcpartpicker.com/list/MHdHf8, I don't know whats wrong but here is my user benchmark.

i believe all of my drivers are up to date
and yes the fps improves when i lower my settings
 


I have do not have my gpu overclocked but i used to for about 1 month and it was not that stable
 


Your GPU temp. looks too high. I suspect thermal throttling. If I were to take a screenshot of Speccy(no idea why it shows the GFX card only has 4GB of VRAM) right now https://s5.postimg.org/cb2mgndx3/GPU_temp.png my temp. would be at idle. If I were to game for a while it would climb as high as 50c. It's normal for other GFX cards to reach the 70s. I prefer to keep mine under 70c. I'm curious what temp. your GPU gets in your most graphically demanding game. https://www.msi.com/page/afterburner can show and us the answer.

Okay, so the 70C was after you alt+tabbed out of a game or? I guess heat isn't the problem.

I'd move over to a possible GPU or PSU issue. When you go into your BIOS and look at its health monitor what number do you see next to 12V? It should be at or very near to 12V. 12.3 isn't bad. 12.7 is very bad.

When did this issue start?
