Question Help i think my power supply is dying

I noticed when i touch my case i get shocked and I've noticed that my power supply gets really hot after like 15 minutes after i start the system
Is my power supply dying
And If my power supply is faulty could it fry my components ?
And also resently when i shut my pc down for a while and start it again windows doesn't start and it only shows a black screen after the windows welcome screen but after a restart everything works fine this also happens after i pull
the plug and put it back then starting the pc but when i game nothing weird happens i play titles like assassin's Creed Valhalla and rdr2 with 60 fps without a problem
Does this look serious and can it be fixed if so ?

Actually i bought a cooler master elite v3 400w since then instead of buying an i7 cpu

Oh lord, another cheaply made, group-regulated PSU.

You could save a lot of money and trouble -- and potentially your GPU -- by buying a decent PSU once rather than cheap PSUs over and over again.

cooler master elite v3 400w is a horrible quality power supply. Invest in a higher quality unit.

Thanks for the suggestion but i don't have much experience on power supply so i don't really know which one's which could you give me a suggestion on what to buy ?

No, and it's now a safety hazard. Getting shocked can kill you.

Make sure the PSU will fit in that older case.
