[SOLVED] Help I'm having an Power supply surge problem

I already tried replacing the old PSU with my current true rated PSU but the problem still exists. I also tried disconnecting drives, cleaning the ram, reapplying thermal paste and removing the CMOS. Here are the images:First

UPDATE: I have tried updating the bios but the problem still exist. What I noticed is everytime the system boots up, it will turn off instantly then it will boot normally. It will power cycle once then boot normally.
 
Solution
Pull the CMOS battery for five minutes, with the power disconnected from the wall. Press the power button for 30 seconds during that five minutes. Reinstall the CMOS battery, reconnect power and try to boot.
on all mb if they cant set the ram speed right they go into a reboot mode till they can, in your updated bios turn on xmp profile and use cpu-z see if the ram speed is set right. if the ram speed is set right the mb should post fine. some asus mb if there no video card can read higher 12v then normal that a miss read on there sensors.
