Which GPU is better? INNO3D Nvidia Geforce GT 730 2GB GDDR5 64-BIT @PHP 3050/$65 vs. HIS AMD Radeon R7 240 2GB GDDR5 128-BIT @PHP 2850/$61
Note: They're from different shops.
This will be mainly used for gaming. Even on low settings at 1280x1024. It just have to be playable. I prefer the 2GB ones because I want to try Tom Clancy's: The Division on low settings.
How do I choose GPU?
Which HDD is better? Western Digital WD10EZEX 1TB 7200RPM SATA III 64MB Cache @PHP 2450/$52 vs. Seagate ST1000DM003 1TB 7200RPM SATA III 64MB Cache @PHP 2550/$55 vs. Toshiba DT01ACA100 1TB 7200RPM SATA III 32MB Cache(This one is the cheapest) @PHP 2300/$49
Does Cache affect HDD performance?
Please don't suggest parts with higher prices. I'm on a really tight budget. I'm only at 16 years of age and prices are quite expensive here in the Philippines.

My PC Specs:
Processor: Intel Celeron G1820 2.7GHz LGA 1150 @PHP 1750/$37
Motherboard: Biostar H81MHV3 LGA 1150 @PHP 2100/$45
RAM: Kingston 2GB 1333MHz @PHP 620/$13
GPU: Palit Nvidia Geforce 210 1GB DDR3 64-BIT(Bought this 3 years ago) @PHP 1650/$35
I'll overclock this one to its maximum and use it until it burns itself.
PSU: None yet. Planning to buy a generic one. How many watts do I need? I have seen a 600w @PHP 680/$15
Monitor: HP Compaq LE1711 17" LCD VGA 1280x1024@60Hz(Pre-Owned)(Bought this on a very cheap price last year) @PHP 1850/$40
Operating System: Windows 10 64-BIT PRO
Optical Disk: None yet. Planning to buy a generic DVD Burner. I have seen a cheap one @PHP 790/$17

Thanks in advance!

You can use 1600mhz RAM, but it might only run at 1333mhz. This isn't a problem.

1GB of video RAM can be slower in some cases, but it depends on the game and the graphical settings you're trying to run. I expect that, overall, a 240 is not fast enough to benefit a lot from 2GB of RAM over 1GB.

I'd check Gamegpu.ru for a Watch Dogs article.

I would want to buy any of those but I can't afford them so I'm stuck with these GPUs. I will also overclock them. I can consider buying Pre-Owned GPUs but the GPUs here are very outdated but they're powerful like the HD 5850 and GTX 560. I can afford them and they're cheaper than brand new products but I'm scared that they'll eventually stop producing drivers for these products. GTX 560 seems to be a better deal since it supports DirectX12.

Forgive me if you already own these parts, but I'm interpreting this as a from-scratch build.

I would say you're better off combining the budget for CPU + GPU, and buying a higher-end CPU with a better integrated GPU.
The 730 and 240 are really very weak cards that are little better than what you'd get integrated with the next step up in CPU.

An AMD APU will offer similar GPU performance to either of those discrete GPUs, but have a faster/better CPU portion than the Celeron. Alternately, in the US you can get a Core i3 6100 for around the price of a Celeron + GT730, which will have similar(ish) integrated GPU performance and much, much better CPU performance.

I expect the i3 will be more expensive there, and your best bet might be an APU. There aren't too many cases where these chips are a good value, given that they have no real upgrade path (whereas Intel CPUs do), but your use-case suggests an AMD APU might be a good fit for you.

I already have the processor and motherboard so I'll probably stick with a discrete GPU. Also, Celeron G1820 is as fast as an old quad core like the Q6600 or Phenom 9850 or even the A8 3600. I have no problems running at low settings as long as it is playable and is at my monitor's resolution. Should I buy the Nvidia or Radeon one? They're both great cards running modern games at low settings at a reasonable FPS.

Thanks for the information. Do you think it can play Tom Clancy's: The Division at my monitor's resolution on low settings and will it have a playable FPS?
What do I need to look for when choosing a GPU?

How about the HDDs? Which one should I pick?
Does cache affect HDD performance?

Also, I heard somewhere that it can run Watch Dogs at playable FPS. Is this true?
If ever I get the 1GB version, will it still run it with the same performance or do I really need the 2GB one to run Tom Clancy's: The Division?

Another question, can I use an 8GB DDR3 RAM @1600MHz? G1820 can only support 1333MHz.

So choosing 1GB of VRAM will be a better option for me? Will it have the same performance on Tom Clancy's:The Division?
