Help in choosing graphics card for video editing

My rig -
Fx8350
32gig ram

Suggest me a graphic card rx580 8gb or gtx 1060 6gbfor editing in premire pro and after effects

1060 for sure. For adobe programs you want NVIDIA for CUDA cores, much better performance vs just using OPENCL.

Now are you creating small or large files because if these are short movies (so 2gb or less) then you wont see any gains with the 6gb version over the 3gb version.

Solution
When it comes to video editing it's not so much the GPU that is utilized but more so the CPU. So really it's the CPU you should be upgrading. But yeah a 1060 would do the trick if you are just playing on upgrading your GPU. Also by the looks of it your CPU could use an upgrade. I would suggest a I5 6500 or I5 6600 if you are willing to spend some extra.
 


Premiere pro and after effects will use CUDA cores in NVIDIA cards for hardware accelerated processing so the GPU is actually relevant.

Also, while the FX-8350 per core is noticeably weaker than a skylake or kabylake i5 cpu, the additional 4 threads of the 8350 makes it faster at video editing.
If OP was going go to do a system upgrade then getting a RYZEN 1600 with 6 cores and 12 threads would be a much wiser choice for the same amount of money.
