I just started playing payday 2 using r9 270x and 47" HD LG TV. Put everything to high and running the game in the first area around 130 / 135, whichever the max allowed in the settings. When I turn vsync on it drops to 24 and will not go past at all. Something is fore sure capping it because it goes 23.9 / 24 maybe hitting 24.1 once in a while. The tv is 60hz and everything is configured properly. I play other games and no other game does this. Watch dogs / nba 2k14 / divinity all fluctuate to the max allowed by the settings I have it at. So far this game seems like the least demanding of anything I have played and makes no sense. Just checked RivaTuner to make sure I didn't have a global settings affecting it.
Just did a test with divinity original sin.. Vsync off and no frame cap 90fps vsync on 60fps which is what it should be. hope someone has an idea what on earth this could be its driving me crazy. Can't play because of screen tear or because of lag with 24fps cap.
