At first my HDMI vable wasn't working and all i got was "no input detected" and then it displayed "pc didnt turn on correctly" and i ended up reseting my pc. Now its stuck in a loop of "no signal" then a loading screen. Can anyone help? Also sorry for the block of text lol

I had a very similar situation occur recently I semi solved it by moving the gpu to the second 16x slot, not a fix per se but it at least got me up and running for now.

If you can access the bios then disabling and ram speed or timing modifications should do the trick, if not, turn off your pc and switch off the psu via the switch on the back. Hold the power botton on ur case for a few secs and make sure all led's are off. Then pop out the cmos battery for like 10 seconds and then put it back in to reset your bios settings.

Hrm I notice you have the exact same ram I am running Corsair LPX 3600 CL16 2x8gb just wondering if anyone else with this problem has the same ram?
In my case the ram timings didnt seem to help as one of the first things I did was go into my bios and dumb down all my settings to defaults including the ram timings.
I am going to do some further testing on ram settings tho because having swapped Mobo and PSU to no effect Ram is my next step.

Yeah I noticed that since, and that he's using HDMI so not a DP issue either. Clearing the CMOS sounds like a good idea, hold it at least 15 seconds preferably with the battery out and hold down the soft power button with the psu off/unplugged to guarantee all capacitors have discharged as well.
