if someone have new pc, and dont have os, So he's diverted to bios when pc is on, my ask is, if someone instal OS from external HDD Is that not possible?, Because most people install os from usb and flash drive

Of course it is possible. External USB HDD can be used the same way as USB flash drive.

If want to install windows from an Internal HDD then it will need to be connected either internally or via an external HDD caddy and then install windows from there if they have the windows installer on the HDD

Yes, it is possible.
But install from usb flash drive is by far easier.
