Using Windows 8.1, rog strix b450-f motherboard, it does not have wifi on the board I don't think, and I can't get my Ethernet cord to connect tells me that windows did not find a properly installed driver

Download the driver onto a usb flash drive with another computer and see if you can update the driver.
