Help! Introduced better parts, but with worse performance!

I'm at my whits end with my computer. My original build performed wonderfully, in war thunder i was getting a perfect 60FPS with almost NOTHING straying it away from that. Now, when i get into a game, im hovering around 55 FPS, and in combat im dropping to 35 as low as 25. I've tried just about everything to fix it, and this is my last hope. So, i first built my PC with the intent of gaming, so I designed it as such. Here are my original specs:

Asrock 970m pro3 motherboard
AMD FX-9370 CPU
AMD MSI R9 390 GPU
8GB RAM
Corsair CX750M PSU
Coolermaster Seidon 120XL water cooler
Hitachi 1TB 7200 RPM hardrive
Windows 10

Finding myself with a little extra cash, i decided i would give my PC a little refresher, So i added some new parts. This being my new build:

MSI 970 Gaming motherboard
AMD FX-8350 (not an upgrade i know, but the difference is marginal, test showed this is not the culprit)
AMD MSI R9 390 GPU
Ripjaw X-series 16GB RAM
Corsair CX750M PSU
Coolermaster Seidon 120 XL
Hitachi 1TB hardrive
Samsung 850 EVO 500GB SSD
Windows 10

I have tried everything hardware wise, even replacing my old parts, but im still losing about 10FPS in most games. I have completely reset windows once already, and shifted some minor CPU priorities and such around already. Please, ive seen a lot of help from this website before, please help!

First of all that game is cpu bound and multiplayer and that fx won't be too good. I recommend you go to Intel for better performance and extremely low power consumption.

While i appreciate the answer, the CPU is more than fast enough, the 9370 was only slightly better, and when reintroduced, didnt make any difference. prior to my parts swap, i had been running the game perfectly, and only now has it given me problems. The game is not as intensive on the CPU as you think anyway.

Did you re-install Windows when you swapped motherboards? All drivers installed for the motherboard? Maybe try a BIOS update if there is one available. Any issues with heat? Since you re-did the system that means re-doing the heatsinks, make sure everything is installed properly.
