I don't have the neccesity expertise to judge whether this is a good monitor or not, so it would be nice if someone else could help.

In case it's a no, could you point out some other monitors that could serve as an alternative?

...First of, I would like a monitor that is 19' (but I wouldn't really mind a 17' either), but still is able to play games well.

...Second of, that monitor, would the image get distorted or 'destroyed' in any way, by setting the resolution to 1024 x 812?

This is a good monitor.
with an 8ms Black to White response time u would have no problems with gaming.
But yes, the image would be distorted by setting the resolution to anything but 1280x1024. Sadly all LCD's look terrible in anything but their optimal resolution.

I've looked a bit at the Samsung 970P monitor as well, and I wonder, would that Dell be better, or the Samsung 970P?

I have a ViewSonic VX924 19" which is lovely, had no problems, games play great on it, no ghosting, very bright tho, had to turn the brightness down lest I be blind!! my first LCD and im very happy with it
 
both are nice monitors.
the Dell would be marginaly infront on responce time (however the diference would be inconceivable)
The Dell is a slightly brighter monitor
The Samsung has a wider viewing angle.
The Decision is yours baised on the information provided.
if possible go down to a store which has them and see which one you like better.
