Here are the changes I would make:
CPU Cooler: The supplied OEM cooler is actually quite good, no need for the 212 EVO
Mobo: Upgraded the mobo to a better one with 4 RAM slots
RAM: Split the RAM from 1x8GB to 2x4GB, this will allow the RAM to run in dual channel mode
PSU: Downsized the PSU, you don't need 650W, 550W will do just fine and the Seasonic is one of the best 550W (look for the SSR-550RM on this page)
