HELP!! Major problem!!

Hello everyone, I’ll jump straight to the problem, everything was good, until one day I tried to use the task bar, and when I hovered over it, the cursor turned into a loading sign and I couldn’t click anything. It changes back to a normal cursor after I stop hovering over it. This means I cannot access my taskbar. I tried most fixes, and I also cannot access Search, Run, or Command prompt. Any help??

Then boot into safe mode and perform system restore.

Use command propt with admin privileges and try "sfc /scannow" to check for possible corruption within windows system files.

What was the very last thing you did before this started?

As I noted in the post I cannot run commands. The last thing I did was save a recording use Shadowplay, and Install iTunes.

It's possible itunes f#cked something up.
You can try booting into safe mode and uninstalling itunes.
