Help Making My System Quiet

I wanted to make my system cooler so I added a couple case fans. I didn't have enough fan ports on my motherboard so I got a fan hub. Everything works fine, except the fans are running at full speed so they're pretty noisy.
Is there a way to make them quieter? Should I get a fan speed controller?

You should of bought this instead of the fan hub. I use it I love it. Just surfing the web or witching videos you can turn the speed down then when you need to cooling power then turn the speed up.

What powers the fan controller? What port or whateve?
