can my psu (ENERMAX N400-SA-EU LEPA 400W) handle my rig.?

Gigabyte GA-F2A55M-DS2 R3 (FM2+)
Gskill DDR3 PC12800 8GB NT Dual Channel F3-1600C11D-8GIS / 11-11-11-28
Samsung 160GB SATA 7200RPM

without gpu, it can handle that rig

Easily! 250W would even be enough! Actually you could add a gtx750 with the same PSU...

I am used to at least 9-9-9-24. However if it is one piece of 8GB then it would run slower than 2 pieces of 4 GB or 4 pieces of 2 GB.
